Used for marking property within the lab that has been abandoned, so its owners are notified and have a chance to fix the situation before stuff gets thrown away, etc.

Usually printed on fluorescent red paper at Kinkos/Fedex, 4 tickets per page, pre-cut. Tickets are used far less than permits, so you don't need to print too many.
